Infrastructure Spending: IIJA Delivery Gaps (Roads, Broadband, EV Chargers)

PolicyBomb Day 10 explainer image

384. EV charging ports open by April 2025 — at 68 stations in 16 states — from a $7.5 billion federal charging program (GAO).

Bigger picture: of $580.6B in infrastructure-law grant money available through FY25, only $119.4B — 21% — had actually been paid out by Dec 2024.

Highway formula money moves. Flagship promises didn't. Passing a giant bill isn't building anything.

PRO: Bipartisan reinvestment after decades of deferred maintenance; big projects always spend slowly.

CON / COST: 21% outlaid three years in, and 384 ports on a $7.5B headline, teaches voters to distrust infrastructure promises.

SOCIETY: MIXED — bridges got fixed; the 'transformative buildout' was oversold.

Infrastructure Spending: IIJA Delivery Gaps (Roads, Broadband, EV Chargers)

Bipartisan Infrastructure Law (IIJA) money vs results: GAO obligation/outlay rates, EV charger under-delivery (384 ports by Apr 2025 on $7.5B programs), permitting/Buy America friction, and whether slow build is incompetence, capture, or normal mega-project lag. As of Nov 5, 2026.

10-Minute Lazy Voter Guide

Who’s for / against: For IIJA: Biden, many congressional Democrats, and 19 Senate Republicans who voted yes. Against or critical of delivery: progressive critics (not green enough) and conservatives citing EV/waste; Trump admin later paused some IIJA EV disbursements.

Arguments for the law

Arguments against outcomes

+ Bipartisan reinvestment after decades of deferred maintenance

+ Formula highway/bridge money does move through state DOTs

+ Long-lead infrastructure always spends slowly — outlays lag appropriations

– GAO: of $580.6B available for grants through FY25, only 21% outlaid by Dec 31, 2024

– NEVI/CFI: 384 chargers open by Apr 2025 against $7.5B authorization

– Inflation, NEPA, and Buy America raised costs and delayed signed agreements

Verdict for voters: Passing a giant bill is not building anything. IIJA’s brand oversold shovel-ready speed. Highway formula funds are the relative success; flagship EV charging is an under-delivery exhibit. Capture shows up as compliance industries (consultants, NEPA process) consuming time and dollars more than as proven bribery of the bill’s authors.

2. Why it exists

Stated reasons: fix crumbling roads/bridges; compete with China; create jobs; climate-aligned EV/transit; expand rural broadband.

Underlying drivers: Classic bipartisan logroll — construction unions, state DOTs, city mayors, EV/auto interests, and telecom all get pots. Political brand: Biden’s "Build Back Better" light after BBB social spending failed. Fiscal motive: deficit-financed capital that photographs well. Corruption/capture: watch grant consultant ecosystems, preferential discretionary awards, and rules (Buy America, prevailing wage, NEPA) that raise costs for incumbent compliance firms. GAO documents delay drivers; it does not allege the bill was purchased with bribes. Say plainly: under-delivery is mostly process socialism + inflation, not a suitcase of cash — still a failure relative to the sales pitch.

Roads/bridges: formula money is the least bad story — states know how to pave. EV chargers and some discretionary showcases became posters for process failure. Broadband: multi-year challenge/planning meant few households lit up relative to headlines in early years (state-by-state; see NTIA dashboards for updates).

4. Good or bad for society

Direct judgment: Mixed-to-bad relative to the pitch. Maintaining bridges is good; selling a transformative buildout while outlaying ~21% of available grant dollars three years in, and opening 384 EV ports on a $7.5B headline, trains voters to treat infrastructure bills as theater. Fiscal cost is real debt. Bureaucracy (NEPA stack, Buy America compliance) is a first-class delay machine. Opportunity cost: simpler formula transfers and permitting reform would have poured more concrete per dollar.

  1. Judge bills by outlays and open assets, not ribbon-cuttings.
  2. Sunset discretionary programs that miss published unit targets.
  3. Permit reform before the next trillion.
